At the meeting, the Autonomous Region Development and Reform Commission reported on the progress made since 2025 in implementing national requirements for building a unified national market, optimizing the business environment, and fostering the development of the private sector across the region. Meanwhile, Beihai City and the Autonomous Region Administration for Market Regulation shared their successful experiences, followed by remarks from representatives of leading private enterprises and representatives from out-of-region chambers of commerce.
The meeting was held via video conference, with sub-venues set up in all prefecture-level cities, counties (cities, districts), and autonomous regions. Members of the leadership teams from the Autonomous Region Party Committee, Standing Committee of the People’s Congress, Government, and Chinese People’s Political Consultative Conference, along with the president of the Autonomous Region High Court and the chief prosecutor of the Autonomous Region Procuratorate, attended the meeting at the main venue in Nanning. Additionally, key officials from the party committees or governments of each prefecture-level city, as well as leading representatives from relevant central government agencies stationed in Guangxi, participated remotely. Other attendees included representatives from select industry associations, private enterprises, out-of-region chambers of commerce, and companies currently involved in ongoing projects.
The meeting emphasized the need to thoroughly study and implement Xi Jinping’s economic thought and the important instructions of General Secretary Xi Jinping on Guangxi’s work, while firmly putting into practice the CPC Central Committee’s strategic plans for advancing the construction of a unified national market.
On September 12, Huahong Water Group swiftly convened a meeting to convey and study the spirit of the conference. Senior and mid-level management officials, along with heads of all branch plants and project leaders, attended the gathering.

Lin Jinhua emphasized: "The Group must proactively adapt to and actively integrate into the historic process of building a unified national market, deeply understanding the strategic national initiatives and the significant opportunities they bring for the development of the private sector." He then outlined the Group’s priorities for the next steps, addressing critical areas such as accounts receivable management, resolving legacy issues, driving industrial innovation, and expanding into cross-border e-commerce: First, we must strengthen our commitment to lawful and compliant operations, uphold high business ethics, and safeguard our corporate reputation. By fostering internal capabilities through fair competition, we can enhance our core competitiveness. Second, we must remain steadfast in pursuing innovation-driven growth, leveraging the scale advantages and concentrated innovation resources offered by the unified national market. This means ramping up R&D investments, embracing bold innovation, and forging unique competitive edges that are hard to replicate. Third, we should broaden our strategic vision and expand nationwide, breaking free from regional mindset limitations. By closely monitoring shifts in national market demand and actively participating in cross-regional industry and supply chain collaborations, we can unlock fresh opportunities and tap into entirely new growth arenas. Finally, we must stay engaged in shaping policy discussions, capitalizing on our frontline position in the market. By promptly identifying challenges and bottlenecks in the construction of the unified national market, we can voice our enterprises’ needs effectively and propose practical policy recommendations—contributing our company’s insights to help refine the business environment for mutual benefit."

Participants unanimously agreed that the meeting featured solid content and clear expectations. To intensify efforts in collecting accounts receivable and accelerate progress in resolving longstanding issues, we will engage in constructive dialogue with local governments, striving to address these legacy problems promptly. This will help businesses feel confident in the business environment fostered by local governments, enabling them to operate more efficiently and effectively. Moving forward, each of us will align our actions closely with our respective roles and responsibilities, focusing on key priorities such as ensuring legal compliance, driving innovation, and fostering cross-regional collaboration. We’ll systematically review and refine our current processes, taking concrete steps to contribute meaningfully to the nation’s broader development agenda. By doing so, we aim to continuously enhance our company’s overall competitiveness, ultimately supporting the nationwide drive toward building a unified national market and promoting high-quality growth within the private sector.
