On September 11, Lin Jinhua, Executive Director of the China Environmental Protection Industry Association, Executive Vice President of the Guangxi Environmental Protection Industry Association, Executive President of the Guangxi-Fujian General Chamber of Commerce, President of the Nanning-Fuzhou Chamber of Commerce, and Chairman of the Huahong Water Services Group, was invited to attend an event hosted by Chen Gang, Secretary of the CPC Guangxi Zhuang Autonomous Region Committee, Autonomous region An important meeting on “Continuously Unleashing New Momentum for the Development of the Private Sector through the Construction of a Unified National Market,” chaired by Wei Tao, Chairman of the People’s Government.

At the meeting, the Autonomous Region Development and Reform Commission reported on the progress made since 2025 in implementing the requirements for building a unified national market, optimizing the business environment, and promoting the development of the private sector across the region. Representatives from Beihai City and the Autonomous Region Administration for Market Regulation shared their experiences, while representatives of relevant private enterprises and out-of-region chambers of commerce also addressed the gathering.
The meeting was held via videoconference, with sub-venues set up in all prefecture-level cities and at the county (city, district) level. Members of the leading bodies of the Autonomous Region Party Committee, the Standing Committee of the People’s Congress, the People’s Government, and the Chinese People’s Political Consultative Conference; the President of the Autonomous Region Higher People’s Court and the Chief Procurator of the Autonomous Region People’s Procuratorate; principal officials of the Party committees or governments of all prefecture-level cities; principal officials of directly affiliated and centrally administered units stationed in Guangxi; as well as representatives from certain industry associations, private enterprises, out-of-province chambers of commerce, and companies involved in projects under negotiation, attended the meeting at the main venue of the Autonomous Region.
The meeting emphasized the need to thoroughly study and implement Xi Jinping’s Economic Thought and the important directives of General Secretary Xi Jinping on Guangxi’s work, and to resolutely carry out the CPC Central Committee’s decisions and arrangements for advancing the development of a unified national market.
On September 12, Huahong Water Services Group promptly convened a meeting to convey and study the spirit of the conference, with participation from mid- and senior-level management personnel as well as heads of all branch plants and project leaders.
Lin Jinhua emphasized that the Group must proactively adapt to and actively integrate into the historic process of building a unified national market, deeply understanding the strategic national agenda and the significant opportunities it presents for the development of the private sector. He also laid out plans and issued directives for the Group’s next steps in key areas such as accounts receivable, legacy issues, industrial innovation, and cross‑border e‑commerce: First, strengthen awareness of lawful and compliant operations, uphold business ethics, and safeguard the company’s reputation; hone internal capabilities through fair competition and enhance core competitiveness. Second, adhere to innovation‑driven development, fully leveraging the scale effects and the agglomeration of innovation resources brought by the unified national market, increase R&D investment, boldly pursue innovation, and forge irreplaceable competitive advantages. Third, broaden horizons and expand nationwide, break free from regional constraints, closely monitor shifts in national market demand, and actively engage in cross‑regional industrial and supply chain collaboration, seeking new opportunities and opening up untapped growth spaces in a wider market landscape. Fourth, proactively offer advice and proposals, capitalizing on our frontline position in the market; promptly relay corporate concerns and put forward practical, feasible policy recommendations addressing the bottlenecks and challenges in the construction of the unified national market, thereby contributing corporate expertise to the ongoing effort to optimize the business environment.
All participants unanimously stated that the meeting featured substantive content and clear directives, aimed at intensifying efforts to collect accounts receivable and accelerating progress in resolving long-standing outstanding issues. We will engage in friendly consultations with the local government, We will promptly resolve longstanding issues, bolstering enterprises’ confidence in the local governments’ business environment and enabling them to operate with greater agility. Moving forward, we will, in line with our respective roles and responsibilities, continue to refine and streamline our existing work by focusing on key priorities such as legal compliance, innovation-driven development, and cross‑regional collaboration. Through concrete actions, we will align ourselves with the broader national development agenda, steadily enhance our overall competitiveness, and contribute to the implementation of the requirements for building a unified national market and to the high‑quality development of the private sector.
