On December 5, the State Council and the Ministry of Industry and Information Technology (MIIT) held separate meetings to systematically lay out plans for achieving the carbon peak and carbon neutrality goals.
According to Xinhua News Agency, Premier Li Qiang chaired an executive meeting of the State Council on the same day to deliberate and deploy measures for further advancing energy conservation and carbon reduction. The meeting also heard a report on the special campaign to standardize administrative law enforcement involving enterprises, reviewed and approved the draft Regulations on Administrative Law Enforcement Supervision, discussed the draft Law of the People’s Republic of China on National Fire and Rescue Personnel, and made arrangements for cracking down across the entire chain on illegal activities related to tobacco.
The meeting emphasized that energy conservation and carbon reduction are key measures for achieving carbon peaking and carbon neutrality and for promoting a green transformation of the development model. It is essential to advance these efforts at a higher level and with greater quality, strengthen overall coordination, stay firmly aligned with overarching goals, and adopt approaches tailored to local conditions. By driving green transformation within economic development, we can leverage this transition to underpin higher‑quality growth. Furthermore, we must effectively bolster the endogenous momentum for energy conservation and carbon reduction, fully harness the guiding role of policies, continuously refine market mechanisms, broadly mobilize societal enthusiasm, and accelerate the establishment of green production and lifestyle patterns.
On the same day, the Leading Group Meeting of the Ministry of Industry and Information Technology on Carbon Peak and Carbon Neutrality was held in Beijing. Guided by Xi Jinping’s Thought on Ecological Civilization, the meeting thoroughly implemented the decisions and arrangements of the CPC Central Committee and the State Council, reviewed progress made in the earlier phase of work, and outlined key tasks for the next stage. Li Lecheng, Secretary of the Party Group and Minister of the Ministry of Industry and Information Technology and Head of the Leading Group, attended the meeting and delivered a speech. Xie Yuansheng, Member of the Party Leadership Group and Vice Minister of the Ministry, and Deputy Head of the Leading Group, presided over the meeting.
The meeting noted that achieving carbon peaking and carbon neutrality is a major strategic decision made by the CPC Central Committee. Industry is both a primary source of carbon emissions and a key driver, providing the technological, process‑related, and equipment support needed to realize the “dual carbon” goals. Since the start of the 14th Five-Year Plan, significant progress has been made in advancing carbon peaking and carbon neutrality within the industrial and information technology sectors: the world’s largest and most comprehensive new‑energy industry chain has been established; green and low‑carbon technologies and equipment are now widely deployed; and energy intensity continues to decline. It is essential to firmly uphold and put into practice the philosophy that “lucid waters and lush mountains are invaluable assets,” taking carbon peaking and carbon neutrality as guiding principles, with fostering and strengthening green productivity as the central task. We must coordinate efforts to promote both the greening of industries and the industrialization of green technologies, continuously bolstering the momentum for green and low‑carbon development.
The meeting emphasized the need to proactively yet prudently advance carbon peaking and carbon neutrality in the industrial and information technology sectors. It called for strengthening top-level design, completing the preparation of the “15th Five-Year Plan for Green and Low-Carbon Industrial Development,” and continuously ensuring the effective implementation of key tasks outlined in documents such as the “Action Plan for Green and Low-Carbon Development in Manufacturing (2025–2027)” and the “Implementation Plan for Achieving Carbon Peaking in the Industrial Sector.” The meeting also stressed the importance of refining the working framework, establishing and improving relevant management systems, accelerating the upgrading and modernization of technologies and equipment in priority industries, bolstering the supply of technologies, standards, and testing capabilities related to carbon peaking and carbon neutrality, and promoting the comprehensive utilization of industrial resources in a coordinated manner. Furthermore, it urged innovative approaches, solid progress in key initiatives such as building zero‑carbon factories and conducting product carbon‑footprint assessments, and tapping the potential of emerging technologies like artificial intelligence. Finally, the meeting highlighted the need to enhance inter‑departmental and intra‑ministerial coordination, build consensus, and pool efforts to ensure the orderly advancement of all related work.
