At Debao County Huahong Wastewater Treatment Co., Ltd., river water backed up into the discharge outlet, quickly flooding the plant and putting critical production equipment at imminent risk of submersion. Thus began a race against the floodwaters to safeguard the facility.
Flood conditions are an order, and responsibility weighs heavier than Mount Tai. Huang Zuyuan, the plant’s head, immediately activated the flood‑response emergency plan, launching a dual‑pronged operation: on the one hand, he urgently reported the situation to the local environmental protection authorities and the parent company; on the other, he coordinated and deployed measures to safeguard the plant. In accordance with instructions from headquarters leadership, at 3:50 a.m. on September 29, he decisively ordered a power shutdown and plant shutdown, leveraging sound predictive analysis to establish a robust first line of defense for safety.
On September 30, water levels surged uncontrollably, pushing emergency response efforts into a critical phase. To safeguard the precision instruments at the outlet in the online room, all employees of the plant united as one, braving the rain to relocate equipment through the night. Wading through floodwaters that reached ankle‑deep, they shuttled back and forth across the premises, ensuring the monitoring devices remained fully operational. That day, leaders from Debao County visited the plant to oversee the rescue operations, bolstering the morale of frontline staff and further strengthening the joint public‑private defense line.
That evening, water levels in the switchgear room and the blower room surged rapidly, putting critical equipment in imminent danger. “The people stay—so does the equipment!” With a single command from Huang Zuyuan, all employees of the Debao Plant rushed to the front lines of the emergency response. They filled sandbags, carried protective barriers, and built flood dikes… Rain mingled with sweat, soaking their backs; droplets splattered across their faces, blurring their vision, yet strengthening their resolve. With their own bodies as human shields, they erected a “line of defense for life,” successfully keeping the floodwaters away from vital equipment, holding the switchgear room at its highest safe water level, and ensuring that the key machinery remained undamaged.
As the storm subsided, the responsibility remained. On October 1–2, while people were immersed in festive celebrations, Huang Zuyuan led his team in swiftly transitioning to post-disaster reconstruction, carrying out comprehensive disinfection and equipment maintenance. Following thorough inspections and adjustments, the plant gradually resumed operations.
This flood disaster has inflicted enormous losses, yet the entire plant has rallied together, working in unison to resume production as swiftly as possible under the guidance of county leaders. From pre-disaster assessments to emergency rescue operations during the rain, from safeguarding equipment to restarting work after the flood, the employees of Huahong have demonstrated their cohesion through seamless collaboration and their sense of responsibility through fearless dedication. With ordinary bodies, they have shouldered an extraordinary mission, and through concrete actions, they have embodied the corporate spirit of “responding at a moment’s notice, fighting upon arrival, and winning every battle.”
