On March 20, Huahong Water Group convened a seminar to study and implement the spirit of the Two Sessions of the National People’s Congress and the Chinese People’s Political Consultative Conference, as well as to deploy work for the 2026 “Dragon Raises Its Head” initiative and address key challenges. The meeting focused on in-depth study of the Two Sessions’ guiding principles and outlined priority tasks for the near term. It was chaired by Lin Jinhua, Executive Director of the China Environmental Protection Industry Association, Executive Vice President of the Guangxi Environmental Protection Industry Association, Executive President of the Guangxi‑Fujian General Chamber of Commerce, President of the Nanning‑Fuzhou Chamber of Commerce, and Chairman of Huahong Water Group. Attendees included group executives, senior managers responsible for each business segment, heads of functional departments, and representatives of branch and subsidiary company leaders.

Lin Jinhua provided an in-depth analysis, grounded in the spirit of the Two Sessions, covering key topics such as ecological and environmental protection, the private sector, technological innovation, and the opening-up of major projects, while aligning these insights with the company’s specific circumstances. He noted that this year’s Two Sessions unveiled a series of favorable policies for private enterprises, offering clear guidance and robust support to help businesses overcome developmental challenges, map out future growth paths, and achieve stable, sustainable operations. Lin Jinhua emphasized that, with the arrival of spring, the favorable winds of policy are already blowing. All employees should fully leverage these policy benefits, treat the timely collection of accounts receivable as their top priority, and accelerate cash recovery. In line with the innovative requirements set forth at the Two Sessions, they should advance the intelligent manufacturing upgrade of the equipment plant and build HuaHong’s own proprietary equipment brand. They must also seize opportunities to expand overseas, leveraging the strengths of their core business to extend the Pan‑Pearl River Delta environmental‑protection cross‑border e‑commerce value chain, and harness AI and digital intelligence to empower traditional operations. Furthermore, relying on their professional expertise, they should compete fairly in the market and lead high‑quality projects; proactively engage in major water‑conservation and water‑management infrastructure initiatives, demonstrate their technical capabilities, and broaden their market share.

Group President and General Manager Lin Taicheng emphasized that each business segment must rigorously align with its annual targets, systematically assess progress on a per‑item basis, promptly address identified issues, and resolutely prevent delays and buck-passing. Core to this effort are ensuring target implementation, safeguarding cash flow, and maintaining compliant operations, while fully assigning accountability at all levels. Adhering to lawful and regulatory management, the company must strictly uphold environmental protection standards, leverage technological solutions to ensure stable, compliant effluent discharge from wastewater treatment plants, and mitigate environmental penalties and operational risks. Furthermore, the group will spare no effort to turn losses into profits, focus on developing high‑quality projects, and capitalize on its technological expertise and certification advantages to enhance market competitiveness and improve bid‑winning rates.

Heads of each business unit presented their work reports and outlined their plans for the next phase, emphasizing that, with the arrival of spring, while we currently face pressures related to debt collection and market expansion, we must also seize the opportunities brought by the Two Sessions. By aligning our efforts across all levels and working in concert, and by firmly capitalizing on policy-driven opportunities, we will undoubtedly break through existing bottlenecks, enhance quality and upgrade our operations, and, riding the wave of ecological protection and private-sector development, advance steadily and sustainably while achieving even greater success.

To enhance a sense of ownership and responsibility, fully leverage the power of team collaboration, and achieve the year’s established business objectives, senior executives in charge of each business segment signed this year’s performance accountability agreements with representatives of the Group’s leadership at the meeting.
